This essential qualification provides operatives and supervisors with the skills and knowledge required to set out signs, cones, barriers, and lighting safely on public roads and footpaths, in accordance with national legislation and industry best practice.

Who Should Attend?

This course is designed for:

  • Operatives involved in utility works, reinstatement, maintenance, and construction activities on public highways.

  • Supervisors responsible for overseeing traffic and pedestrian management on roadworks sites.

  • Anyone working on public roads, footpaths, or highway infrastructure where temporary traffic management is required.

The course covers signing, lighting, and guarding only. It does not include excavation or reinstatement, which are covered in the full NRSWA qualification suite.

Course Aim

The aim of this course is to fulfil the statutory training requirement for placing signs, cones, barriers, and lighting on highways and footpaths. Delegates will learn how to safely manage road users and pedestrians while maintaining full compliance with:

  • The New Roads and Street Works Act (NRSWA)
  • Safety at Street Works and Road Works Code of Practice
  • Chapter 8 of the Traffic Signs Manual

By the end of the course, participants will be qualified to implement safe, effective, and compliant temporary traffic management for street works.

Learning Outcomes

On successful completion, candidates will be able to:

  • Understand the requirements of the Safety at Street Works and Road Works Code of Practice as it applies to traffic and pedestrian management.
  • Correctly plan, set out, and maintain traffic signs, cones, barriers, and lights to protect workers and the public.
  • Identify hazards and select the appropriate signing and guarding setup for various worksite environments.
  • Demonstrate knowledge and practical competence aligned to:
    • Unit O1 – Operative: Signing, Lighting & Guarding
    • Unit S1 – Supervisor: Monitoring Signing, Lighting & Guarding

Successful candidates will receive accreditation for either O1 or S1, depending on their role.

Assessment Method

The qualification is assessed through:

Operatives (O1):

  • Practical assessment on setting out road signs, cones, barriers, and lighting

  • Observation and competency checks

  • Knowledge-based questioning

Supervisors (S1):

  • Written/oral knowledge questions

  • Observation of operatives carrying out tasks to evaluate supervisory competence

  • Safety at Street Works and Road Works – A Code of Practice (Red Book)
  • Chapter 8 – Traffic Signs Manual

These documents define the legal standards for temporary traffic management on UK highways.

PPE Requirements

All delegates must bring:

  • Safety boots
  • Hi-visibility clothing
  • Work gloves

Additional PPE may be required based on location or client requirements.

Training Locations

We regularly deliver this course at our dedicated training centre, equipped with realistic environments for practical assessment.

On-site training at client premises may also be available where suitable facilities exist. Our assessors have extensive experience delivering Sign, Lighting & Guarding training across live and controlled work environments.

Certification

Upon successful completion, learners will receive CABWI-accredited certification for either:

  • Unit O1 – Signing, Lighting & Guarding (Operative)
  • Unit S1 – Monitoring Signing, Lighting & Guarding (Supervisor)

Certification remains valid in line with NRSWA renewal requirements (typically every 5 years).
